It is a trick question everybody in the room is trying to kill you so you shake nobodies hand and all along the person that came with you to the party is spy for Russia so you have to shake his hand to get close to him personally so later you can distroy him and the house is planted with bombs in the stove so you have no time to shake nobodies hand you to leave. The answer is 45. The riddle is phrased wrong. It says “wants to make a hand shake” not “will only shake hands with” so the option for refusal is not in the riddle.

it’s a trick question.
“everybody WANTS to shake hands with…” as opposed to everybody DOES shake hands with.
however, if everybody DID shake hands with… the answer would be 0. no one shorter would shake hands with anyone taller, therefor the tallest person would never shake hands, because the shorter recipient would refuse, and so on, and so on…
